HyPP and the breed associations

The American Quarter Horse Association (AQHA) in their handbook has listed HyPP as a genetic
defect and required foals with the bloodline Impressive to be tested and have the HyPP status
stamped on the registration papers.   

On the other hand The American Paint Horse Association (APHA) will not let the owner of an HyPP
horse have the HyPP status stamped on the registration papers.
So the big question is why would one breed registry not allow the HyPP status to be put on the papers
while the other registry forces you to disclose the HyPP status on the papers?   
And yet another breed Registry, The Friesian Sport Horse Registry (FSHR) won’t even allow any
horse with HyPP to be registered.
